پاکستان، چین، ایران اور طالبان نے اسلامی دہشت گرد تنظیموں کو شکست دینے والی قانون کوبلوچ قومی تحریک کے خلاف استعمال کروایا: آزاد بلوچ

کوئٹہ (ہمگام نیوز) بلوچ لبریشن آرمی کے ترجمان آزاد بلوچ نے نامعلوم مقام سے میڈیا کو یو ایس اے ڈپارٹمنٹ آف ٹریژری کی طرف سے بی ایل اے کو دہشت گرد تنظیموں کی لسٹ میں نامزد کرنے کے ردعمل میں میڈیا کو جاری کردہ ایک بیان میں کہا کہ ٹرمپ انتظامیہ کی طرف سے بی ایل اے کو صدر جارج ڈبلیو بش کے دور میں نائن الیون کے ردعمل میں جاری کردہ ایگزیکیٹیوآرڈر 13224 کے تحت ایک دہشت گرد تنظیم قرار دیا ہے۔

اس ایگزیکٹیو آرڈر کا بنیادی مقصد اسلامی شدت پسند تنظیم القاعدہ کی طرف سے امریکہ پر حملے کے بعد عالمی دہشتگردی سے نمٹنا تھا۔ اس صدارتی ایگزیکٹیوآرڈر کے ذریعے افغانستان پر حملے اور طالبان حکومت کو گرانے کے عمل کو سیاسی اور قانونی جواز فراہم کیا گیا، اور اسی قانون نے عالمی سطح پر اسلامی شدت پسندی کے خلاف امریکی پالیسیوں کی بنیاد رکھی۔

نائن الیون کے حملوں کے نتیجے میں دوہزار نوسوستتر(2977) معصوم لوگ ہلاک ہوگئے تھے اور اس کے بعد شروع ہونے والی جنگ میں افغانستان میں طالبان نے پاکستانی امداد، مستقل پناہ اور ٹریننگ کے باعث تین ہزار سے زائد امریکی اور اسکے اتحادی ممالک کے فوجیوں کو ہلاک کیا۔

افغانستان میں ہونے والی امریکی جانی نقصانات کا براہ راست ذمہ دار پاکستانی ریاست اور اس کی فوج ہے جس کا برملا اعتراف خود امریکی سیاست دان اور اعلٰی فوجی افسران کرتے رہے ہیں۔

جنوری 2019 میں شائع ہونے والے مستند عالمی میڈیا رپورٹس میں عیاں کیا گیا کہ پاکستانی حمایت یافتہ طالبان اور امریکہ کے درمیان ہونے والے مزاکرات کے دوران طالبان کی طرف سے یہ شرط رکھا گیا کہ امریکی انخلاہ کے بعد پاکستان کی قبضہ گیریت کے خلاف بلوچوں کو کسی صورت افغانستان میں پناہ نہ دی جائے۔

پاکستان جو بلوچستان پر جبراً قابض ہے اور طالبان جوپاکستان کی مدد سے تین ہزار سے زائد امریکی اوراس کے اتحادی افواج کی ہلاکت کا ذمہ دار ہے دونوں بلوچ قومی تحریک کے خلاف اس لیے ایک صفحے پرہیں کہ بلوچ تحریک آزادی طالبان اور دہشتگرد ریاست پاکستان کی ضد ہے۔ لیکن اس حقیقت کو جاننے کے باوجود ٹرمپ انتظامیہ نے پاکستان اور طالبان کے دھوکے میں آکر وہی قانون جو طالبان سمیت دوسرے اسلامی دہشت گرد تنظیموں کو شکست دینے کے لیے لایاگیا، اس قانون کو امریکہ کے دشمنوں ، طالبان، پاکستان، چین اور ایران نے بلوچ قوم اور بلوچ قومی تحریک کے خلاف استعمال کروایا حالانکہ بلوچ قومی تحریک سے امریکی عوام، ریاست اور مفادات کو کوئی خطرہ نہیں ہے۔

بی ایل اے کو اس لسٹ میں شامل کرنے کے لیے جن حملوں کو جواز کے طور پر استعمال کیا گیا ان حملوں سے بھی بی ایل اے کا کوئی تعلق نہیں ہے۔

آزاد بلوچ نے کہا کہ بی ایل اے کے ہائی کمان نے 2 دسمبر 2017 کوایک بیان کے ذریعے تنظیمی پالیسی اور فیصلوں کو بلوچ قوم اور دنیا کے سامنے رکھا۔ اسلم بلوچ اور بشیر زیب کو تنظیم کے خلاف شازش کرنے پر معطل کیا گیا اور ترجمان میرک بلوچ اور جیئند بلوچ کو مکمل طور پر ختم کرکے آزاد بلوچ کو بی ایل اے کا واحد ترجمان رکھاگیا۔بیان میں بی ایل اے کی ہائی کمان نے یہ بھی واضح کیا تھاکہ ان دونوں معطل شدہ کمانڈروں نے ایران اور بلوچ تحریک میں موجود اسکی حمایت یافتہ گروہوں کے ایماء پر تنظیم کو ایرانی پراکسی بنانے کی ناکام کوشش کی جو کہ بی ایل اے کی بنیادی اساس کے برخلاف ہے کیونکہ بی ایل اے ایران اور پاکستان دونوں کو قبضہ گیر اور بلوچ قوم کا دشمن سمجھتی ہے۔

آزاد بلوچ نے کہا کہ ہائی کمان کی طرف سے بیان میں یہ بھی وضاحت دی گئی تھی کہ بی ایل ایف کی جانب سے صحافیوں کو نشانہ بنانے کی پالیسی کی حمایت معطل ارکان اسلم بلوچ اور بشیرزیب کی طرف سے بی ایل اے کا نام استعمال کرتے ہوئے گی گئی تھی ۔ اسلم اور بشیر زیب کی طرف سے بی ایل ایف کی صحافی مخالف پالیسی کی حمایت کی مخالفت کی گئی اور واضح الفاظ میں کہا گیا کہ بی ایل اے اور بی ایل ایف کے درمیان پالیسی اختلافات کی وجہ سے کسی قسم کا اشتراک عمل یا اتحاد ممکن نہیں ہوسکا۔ آزاد بلوچ نے کہا کہ میڈیا میں بیانات کے ذریعے کئی دفعہ اسلم اور بشیرزیب کی معطلی اور ان کی جوابدہی کے معاملے پر بلوچ قوم اور دنیا کو آگاہ کرنے کے باوجود بی ایل ایف نے اسلم اور بشیرزیب جیسے قانون شکن ارکان کی مدد اور کمک کے علاوہ ‘براس’ نامی اتحاد کے ذریعے ان کے تحریک مخالف رویوں کی حوصلہ افزائی کی جس کے تحریکی حوالے سے منفی اثرات آج ہمارے سامنے ہیں ۔ براس نامی اتحاد کا بی ایل اے حصہ نہیں اور اس اتحاد میں بی ایل ایف نے دو معطل شدہ ارکان سے اتحاد کی ہوگی، مگر ایسے کسی اتحاد میں بی ایل اے نہ شامل تھی اور نہ آج شامل ہے ۔
آزاد بلوچ نے کہا کہ امریکی حکومت کی طرف سے جن کاروائیوں کوبی ایل اے کیخلاف جواز کے طور پر پیش کیا گیا ان میں چائینیز انجینئرز پر اگست 2018 ،چینی قونصل خانہ کراچی نومبر 2018،اور گوادر پی سی ہوٹل مئی 2019 کے حملے شامل ہیں۔ ان حملوں کو معطل کردہ ارکان نے ختم شدہ ترجمان جیئند بلوچ کے نام سے قبول کیا تھا لیکن یہ ترجمان بی ایل اے کے ہائی کمان کی طرف سے دسمبر 2017 کے بیان کے ذریعے مکمل طور پر ختم کردیا گیا تھا۔ اس کے ساتھ، ساتھ اگست 2018 کے حملے سے بی ایل اے نے بیان کے ذریعے لاتعلقی ظاہر کی تھی ۔ ان تمام حملوں میں ان معطل شدہ ارکان کو ایران کے طرف سے مدد دی گئی اور ایران کا بھی یہ مقصد رہا ہے کہ بلوچ قومی تحریک کو دنیا کی نظروں میں دہشت گرد قرار دیا جائے، کیونکہ بلوچ قومی تحریک ایران اور پاکستان دونوں ریاستوں کی وجود کے لیے ایک خطرہ ہے اسی لیے آپسی اختلافات کے باوجود ایران اور پاکستان دونوں قابض ریاستیں بلوچستان کی آزادی کی تحریک کو ختم کرنے پر متفق اور ہم آہنگ ہیں ۔

آزاد بلوچ نے کہا کہ جو حملے وضاحتی بیانات کے بعد بی ایل اے کے حقیقی ترجمان آزاد بلوچ کے بجائے کسی بھی نام سے قبول کیئے گئے تھے یا مستقبل میں کیئے جائیں گے ان کا بلوچ لبریشن آرمی سے کوئی تعلق نہیں۔ بلوچ تحریک کے خلاف ایران ، پاکستان اور چین جیسی ریاستیں سازشیں کررہی ہیں اور بد قسمتی سے بلوچ تحریک میں شامل کچھ عناصر آزادی کے نام پر دانستہ یا نا دانستہ طور پر انہی عزائم کی تکمیل کررہے ہیں، جس کا مقصد بلوچ قومی تحریک کو عالمی سطح پر ایک قومی ریاست کی تشکیل کی تحریک کے بجائے دہشتگردتحریک قرار دلوانا ہے۔ امریکہ کی موجودہ سرکار کو یہ بات سمجھنا ہوگا کہ بی ایل اے کو دہشت گرد تنظیم قرار دینا بلوچ قوم کی جائز اور قانونی جدوجہد آزادی کو دہشت گردقرار دینے کے مترادف ہے۔ بلوچ قوم نے برطانوی سامراج کی قبضہ گیریت کے خلاف جدوجہد کی اور وہ ایرانی اور پاکستانی قبضہ گیریت کے خلاف آج جدوجہد کررہی ہے یہ جدوجہد نہ امریکہ کے کہنے پر شروع کی گئی تھی اورنہ ہی امریکہ کی طرف سے بلوچ تنظیموں کو دہشت گرد قرار دینے سے بلوچ قومی جدوجہد کو روکاجاسکتا ہے ۔ بلوچ قومی تحریک نہ ایک تنظیم کا نام ہے نہ ہی یہ تحریک ایک تنظیم تک محدود ہے یہ مزاحمت بلوچ کی قومی مزاحمت ہے جو بلوچ سرزمین پر ایرانی اور پاکستانی قبضے کے خاتمے تک جاری رہے گی۔

بی ایل اے ترجمان آزاد بلوچ نے بیان کے ذریعے بلوچ قوم اور بلوچ نوجوانوں سے مخاطب ہوکر کہا کہ ذاتی نمود و نمائش اور تنظیمی ڈسپلن سے نکل کر عالمی سیاست، جنگی قوانین اور دشمن کے چالوں کو نہ سمجھنے کے اثرات آج بلوچ قوم کے سامنے ہیں کہ کس طرح دو معطل شدہ کمانڈروں نے بلوچ تحریک آزادی کو عالمی سطح پر نقصانات سے دوچار کیا اور دشمنوں کو اپنی غلط پالیسیوں سے یہ جواز فراہم کیاکہ وہ بلوچ تحریک آزادی کو بد نام کرسکیں۔ آزادبلوچ نے کہا کہ جن بلوچ نوجوانوں کو چینی کونسل خانہ اور گوادر پی سی ہوٹل جیسے حملو ں کے لیے دو معطل شدہ کمانڈروں کی طرف سے بھیجا گیا ان نوجوانوں نے جزبہ آزادی اور وطن دوستی کے تحت ان حملوں میں حصہ لیا لیکن شہیدوں کی قربانی نے آزادی کی جدوجہد کی آبیاری کرنے کے بجائے ان قانون شکن ارکان کے ہاتھوں استعمال ہوکر بلوچ جدوجہد کو نقصان پہنچایا۔اور تحریک کو عالمی سطح پر کمزور کیا ۔ آزادبلوچ نے بشیر زیب کی طرف سے میڈیا میں اپنی خود نمائی کو سستی شہرت اور نمودونمائش قرار دیتے ہو ئے کہا کہ بی ایل اے ایک گوریلا تنظیم ہے جس نے کبھی بھی اپنی تنظیمی لیڈرشپ ،کمانڈروں اورارکان کو ظاہر نہیں کیا ۔ آزاد بلوچ نے بیان کے آخر میں کہا کہ اس بیان کے ذریعے معطل شدہ بشیرزیب کی بنیادی رکنیت تنظیم کی طرف سے مکمل طور پر ختم کردی جاتی ہے۔

Baloch Liberation Army statement on 7th July 2019

The spokesperson of the Baloch Liberation Army, Azad Baloch, in a statement to media said that the US Department of Treasury in a recent decision has put the BLA in the list of global terrorist under an Executive Order 13224 passed during the era of George W Bush after 9/11 to counter Islamic extremists including Al-Qaeda and global terrorism inspired by religious radicalization.

The primary objective of this Executive Order was to legitimize and give political credential to the American attack on Afghanistan to topple the Taliban regime, under this Presidential Executive Order U.S. formulated its policies against Islamic extremism and global terrorism. 2977 innocent people were murdered in 9/11 terrorist attack which initiated American efforts against Taliban claimed further three thousand lives of American and other allied forces in Afghanistan due to Pakistan’s direct support to the Taliban – by providing them safe sanctuaries, training and facilitating attack from within Pakistan. Hence, the Pakistani state and its army are responsible for the death of thousands of the US and its allied forces’ soldiers. The US politicians and High officers have also time and again confessed Pakistan’s role against US forces in Afghanistan.

In January 2019, in an international authentic media report, it was revealed that pro-Pakistan Taliban had demanded that after US withdrawal from Afghanistan the Afghan government must not give refuge to pro-independence Baloch people at all costs. Pakistan which has illegally and forcibly occupied Balochistan and the Taliban who killed more than three thousand American and allied soldiers, they are also against Baloch people because Baloch are the antithesis of the terrorist state of Pakistan and Taliban. But, despite knowing this fact the Trump administration has been tricked by the Taliban and Pakistan into using an Executive Order that was passed to defeat religious extremist like Taliban but enemies of America, China, Iran, Taliban and Pakistan, made Trump administration to use it against Baloch nation which has never posed any danger to the American people, state and interests.

The attacks that have been used as an excuse to put the BLA on the terror list, the organisation has nothing to do with those attacks. The BLA High Command in a statement in December 2017 informed the Baloch nation, media and the world of its organisational policies and decisions that Aslam Baloch and Bashirzeb were suspended for conspiring against the organisation from within. The other two previous spokespersons, Meerak Baloch and Jihand Baloch were dismissed indefinitely and declared that Azad Baloch is the only official spokesperson of the Baloch Liberation Army.

The High Command in its statement had also made it clear that the suspended members on directions of Iran and pro-Iran groups wanted to make the organisation a proxy of Iran which is in contradiction with the policies of BLA’s fundamental principles because BLA considers both Iran and Pakistan as the occupiers and enemy of the Baloch nation.

Azad Baloch said that in its previous statement BLA High Command also clarified it that BLF’s policy to target journalist was never endorsed by the BLA and when these two suspended members issued statements in the favour BLF’s anti-journalist campaign then BLA issued counter statement and clarified that these statements were issued by two suspended members, Aslam and Bashirzeb, who had used a terminated organisational spokesperson’s name to support BLF’s statement. The organisation had clarified that there is no cooperation between BLA and BLF because of several policy disagreements. Azad Baloch said we informed the Baloch nation and the world through our several public statements to the media about Aslam Baloch and Bashirzeb that these commanders have been suspended and must face accountability. Despite knowing all the facts, BLF supported these suspended members and by adding them into an alliance called BRAS encouraged their anti-struggle behaviour and now we all know the impact of such wrong policies.

Azad Baloch said that the US government in its decision to put BLA on terror list has mentioned the attack on Chinese Engineers in August 2018, attack on Chinese Consulate in November 2018 and the attack on PC Hotel Gwadar Balochistan in May 2019. The suspended members and terminated spokesperson Jihand Baloch had claimed responsibility for these attacks but the High Command of BLA in its statement in 2017 completely terminated Jihand and Merak and also in a separate statement disassociated itself from August 2018 attack. Azad Baloch said these attacks were conducted by suspended commanders with the help of Iran and it has been the goal of Iran to label the Baloch struggle as terrorism in the eyes of the international community because the Baloch national liberation struggle is an existential threat to Iran and Pakistan that’s the reason in spite of having disagreement between both states they are on the same page against the Baloch nation. Azad Baloch said that attacks which were conducted after the clarification statements about two suspended members have nothing to do with our organisation if these attacks have been accepted or will be accepted by anyone other than BLA’s official spokesperson Azad Baloch.

Chinese, Pakistani and Iranian states are conspiring against Baloch freedom struggle and unfortunately some element in the Baloch national struggle, consciously or unconsciously, have become part of this conspiracy and are playing in the hands of enemies of the Baloch nation. Such acts of these elements have damaged the Baloch national liberation movement at the International level.

The current US administration should understand that labelling BLA as a terrorist organisation is tantamount to accusing the Baloch freedom struggle and the Baloch nation of terrorism. The Baloch nation has resisted against British imperialists colonial designs and still resisting against Pakistani and Iranian occupation of the Baloch homeland. Baloch freedom struggle was not initiated with the US or anyone else’s permission and neither will the decision of the US to accuse us of terrorism stop the Baloch national struggle. Azad Baloch said the Baloch national struggle is not limited to one organisation, in fact, it is a national resistance struggle of the Baloch nation which will continue until the end of the Iranian and Pakistani occupation on Balochistan.

Azad Baloch in his statement while addressing the Baloch youth and Baloch nation said that acts such as personal projection and disregarding the organisational discipline and decisions and the policies regarding the struggle which are ignorant of international politics, international laws and enemies tricks are having a negative impact on the Baloch national struggle on the international level. It shows how the wrong actions of suspended members have provided an excuse to the enemies of the Baloch nation to defame the freedom movement and mislead the international community.

Azad Baloch said that those Baloch youths, who were tricked by the suspended members to carry out attacks on PC Hotel Gwadar and Chinese Consulate in Karachi, committed such acts in their sense of patriotism and national commitment but their sacrifices did not benefit the Baloch struggle because they were used by these suspended commanders and instead their sacrifices weakened the Baloch cause on the international level. Azad Baloch said suspended member Bashirzeb, to gain cheap publicity and for his personal projection is using the name of the organisation. BLA is a guerrilla organisation which strictly believes in secrecy and has never exposed the identity of its leadership, commanders and members. Azad Baloch said with this statement Baloch Liberation Army announces to completely terminate the membership of Bashirzeb Baloch.
